Electric blue ballistic nylon jacket by dirk bikkembergs (c. 1990s). It has a covered press button front with large metal clasp at neck, buttoned cuffs, and cropped / tapered fit.

Good vintage condition, with some fraying to fabric at cuffs and other edges, moderate fluffing to velcro (see pictures).
